User is one of the most important things in MOR itself. If user want make a call, he needs a device or provider assigned to him. When you control user, you control all of his device, for example: if you change tarrif for your user, then on of his outgoing calls will be billed using that tarrif sheet, no matter where the calls comming from. Same is with LCR, if you change LCR, then routing of his calls changes aswell (please note: localization has higher rank than user LCR, so you can change routing by prefix and so on for all of your users).
