Please try to set "Register Expires" to 180-360 seconds on phone settings.
Try to set other than 5060 port on phone settings.
If phone is Linksys,
set "Make call without reg" to "Yes" in phone settings.
set "Ans call without reg" to "Yes" in phone settings.
If there are few thousands Devices on MOR, and if multiple Devices having this problem and you see lot us such messages on Asterisk CLI:
Peer '123456789' is now UNREACHABLE!
increase Qualify time on all Devices settings. Set 9000ms.
