 SYSTEM ERROR. CODE 203. No rates for user. The user cannot make a call because his tariff does not have rates to the dialed destination. 
Enter rates to the user's tariff to allow him to dial to this destination.

Use Call Tracing to find the exact problem!

Check which tariff plan the user is using - let's say it's "ABC".

Go to http://Your GUI server's IP address/billing/tariffs/list and edit the ABC tariff plan. Apply the correct rates for your destination.
