231 Provider unreachable

 SYSTEM ERROR. CODE 231. Provider is unreachable. 
Make sure the provider's settings are entered correctly. 
The most common error is a wrong IP address or port.

This error often shows that a provider's IP or port is incorrect.

Starting from MOR 8.0.4, this HGC is disabled because very often it is reported incorrectly, mostly in cases when the caller drops the call.
