102 - Recovery on timer expiry

This error is returned from the User/Trunk/Provider.

It has no relation to the Client registration or to the 'qualify' setting on the trunk/device.

Check the SIP log.

It could show: SIP 504 Error message "504 Couldn't classify packet peer, no user found"

This means that it is something with device/trunk configuration on the User side, you cannot control or fix this from MOR.
