"Allow loss calls" can be put per user basis:
This setting allows you to decide whether you want to allow a user to use a provider if the provider's rate to a destination is lower than the user's rate.
Allowing such a call, you will pay more to the provider than the user pays you for such a call, meaning that you will take loss on the call.
If this setting is unchecked (the default setting), cheaper providers will not be used in dialing.
Resellers
Resellers can check this setting for their own users.
When a Reseller checks this setting for his users, then the user is allowed to dial out even when his rate is lower than the rate that the reseller is paying the system admin.
