By default it should mean that the system is trying to serve more calls then it is allowed by the license.
New calls that go over the Global Call Limit will be discarded with such an error message.
But most of the time this is not the case.
This problem arises when DB is locked or its load is very high and cannot terminate the calls and internal call counter increases without real calls increasing.
Then DB high load/lock problem should be investigated and resolved.
