"Allow loss calls" can be put on a per user basis:

This setting allows you to decide whether you want to allow a user to use a provider if the provider's rate to a destination is higher than the user's rate.

By allowing such a call, you will pay more to the provider than the user pays to you for it, which means that you will take a loss on the call.

If this setting is unchecked (the default setting - unchecked), providers with higher than users rates will not be used in dialling.


Resellers

Resellers can check this setting for their own users.

When a Reseller checks this setting for his users, the user is allowed to dial out even when his rate is lower than the rate that the reseller is paying the system admin.
