To become a telecom operator you need a General Public Electronic Communication License.
 
There are 2 departments in Italy :
 
* Rome
* Naples


To become a telecom operator you need a General Public Electronic Communication License.  
After request to get a license is submitted, response is provided in ~60 days (time depends on requests made in the same period).


To do that just some documents are needed to be signed and amount of €600,00/year to be paid for every device/server located.
Price of a license is €600,00/year (for every switching server).

To become a telecom operator you need a General Public Electronic Communication License.
