Tech. Prefix - technical prefix that is used to authenticate OP.
If this field is empty, calls will be accepted from any number.
If this field is not empty, then only calls with specific prefix will be authenticated (for example if Tech. Prefix is 00, then OP accepts numbers that start with 00xxxxxxx).
Example:
Tech. Prefix - 1234#
Destination - 37061234567
User should dial - 1234#37061234567
