You need a Google maps key to use the Google maps plugin.

Go to Google Maps API key.
Click on GET A KEY.
Create a new project.
Create a browser key for your domain. For example *localhost/*. Google will give you your key.
Insert this key in SETTINGS -> Setup –> Settings –> Various –> Google Maps API key.
Click Save changes.
